Started in Holland in 1957, the Trans Europ Express trains were a cooperative between West Germany, Italy, Switzerland, France, and the Netherlands. They were first class business trains designed to take business travellers on a one way round trip, with enough time in between for business meetings. 
The model pictured here is the German VT 11.5 diesel train, discontinued in 1972. 

Such  plaster models where used in a travel agency office window displays. 
It is a great decorative item of a wonderful scale, and has a nice 3D effect.
